FINAL REVIEW AND DELIVERY
Final Review
- The authors update the proposal to reflect Red Team reviewers' inputs.
- Once Red Team comments are adjudicated and resolved, Proposal Management should consider reducing proposal staff to a few key personnel.
- To ensure all Red Team comments have been updated, a review (typically called Gold Team) ensures a successful Red Team update.
- After the Gold Team review, key staff members and management conduct a final page-by-page review electronically.
Delivery
- Most Government proposals are delivered electronically, however, if hard copies are required, then time in the delivery schedule should be set aside for proposal production and page-by-page book checks to ensure each page is printed correctly.
- For electronic deliveries, at least two individuals should be identified with the necessary credentials to electronically submit the proposal.
- For hard copy deliveries, at least two separate/independent delivery methods should be arranged, with the first delivery method scheduled to deliver early such that with a mishap on the first delivery, there is enough time to successfully deliver using the second method.
POST-DELIVERY QUESTIONS RESPONSE
- Post-submission Customer requested clarifications require as much focus as the submitted proposal.
- Responses should follow a reduced but similar process as the submitted proposal, including reviews by personnel outside of the direct proposal team.
- The response format and style should have a similar look and feel to the submitted proposal.
- The customer may require updated page revisions to the submitted proposal as slip pages, perhaps in a different colored page for hard copy submittals.
- To avoid elimination from the competition, do not make changes beyond those requested by the customer.
