The Proposal Creation Phase

  • The authors update the proposal content plan to reflect Pink Team reviewers' inputs.
  • The authors integrate all data from the content plan into fully developed text and graphics.
  • The authors may use any of the following tools to accomplish a highly scored proposal:
  • Theme statements that reflect our offering in the context of the RFP Instructions.
  • Focus Boxes that reflect bold assertions in the context of the Evaluation Criteria with data-rich bullet points (5-7) providing indisputable proof.
  • Strength Tables that highlight strengths in support of evaluation criteria.
  • Figure Introduction frameworks that direct the evaluator to each graphic summarizing key points of value to the customer.
  • Graphics that provide an accelerated understanding of the offer and its value.
  • Action Captions that highlight key takeaways from the graphic and value to the customer.
  • Text written in present tense and active voice, which increases a sense of offering actuality by a synergistic offering team.
  • Compliant and responsive solutions that demonstrate a deep understanding of the customer’s needs.
  • Risk burn-down charts identifying risks and the plan for their retirement.
  • Completion of this phase results in a ready-to-deliver proposal with completed graphics and full draft text followed by an external review (typically called Red Team).
